Government Continues to Support Rooftop Solar Users – Offset Mechanism Maintained!

Effective 1 July 2025, the Ministry of Energy Transition and Water Transformation (PETRA) will maintain the excess energy offset mechanism for existing users under the MBIPV and Net Energy Metering (NEM) rooftop solar programs. This move ensures continued benefits for more than 96,000 solar users in Malaysia.

The Ministry of Energy Transition and Water Transformation (PETRA) confirmed that existing solar users will continue to enjoy offset benefits under NEM and MBIPV — with some programs extended up to 2035.

To date, over 82,000 solar PV systems have been installed and are operational, generating 1.7GW of capacity. An additional 14,000 systems are under development, contributing 595MW more. This offset mechanism allows excess solar energy to be credited back to electricity bills — helping users save more over time.

Offset Duration by Program:

  • MBIPV: 5 years (until 31 December 2030)

  • NEM 1.0: 10 years (until 31 December 2035)

  • NEM 2.0 & NEM 3.0: 10 years from the start of system operation

PETRA has also introduced a standard “settlement period” of 12 months for all solar rooftop programs to ensure consistent and fair implementation.

Starting July 2025, new installations will follow alternative schemes like:

  • Solar for Self-consumption (SelCo)

  • Community Renewable Energy Aggregation Mechanism (CREAM)

  • Battery storage systems or other government-announced initiatives

This move supports Malaysia’s national aspiration to reach 70% renewable energy capacity in electricity generation by the year 2050.
